Im not sure... November is a tough month as most public state parks are closed for hunting. I would poke around on the DNR website. There is a tab on the right hand side for camping. But be aware of killer floods that can occur along the Big Thompson in some areas. But your best bet for a great experience is to backpack into the Flattops Wilderness area and camp by a lake.
