Sometimes, a loosely bonded coat of bottom paint can have a very small gap between the transducer surface and the paint. The gap attenuates the signal. If the transducer is painted, be sure the paint is tight and not many thick old layers. Of course, if there is other growth on the transducer remove it. Second ... Look carefully at the connections. Prime suspect is the connector to from the cable to the finder unit. On general principals, I'd remove it and replace it with a well-soldered, mechanically stable marine connector. If you don't know how, your local marine electronics shop can do it at little cost.
